# Controls

> Configure who can place business, which rules apply, and where human approval is required.

Controls define the boundary around automatic work in Underflow. They connect the MGA's distribution relationships, underwriting programs, state requirements, approval policies, and reporting obligations.

> Maintain agencies, producers, appointments, and commission terms.

> Understand state-rule gates, sanctions holds, and reporting sign-off.

## Programs

A program defines the business the MGA can write. It holds appetite, rating rules, capacity, carrier details, and the forms schedule resolved at bind.

Underflow applies those rules to each submission. Business outside the program is referred or declined according to the configured approval policy.

## Distribution readiness

Agency records hold licensing, E\&O coverage, W-9 status, appointments, and commission terms. Appointment rates feed commission records and statements; W-9 and tax-ID fields feed the 1099 worksheet. Licence and E\&O gaps remain visible but do not currently gate payment.

## Compliance gates

Table-based rating can calculate from an active state row, but an unverified row holds the quote letter for review. A possible sanctions match or incomplete lookup holds the affected quote or bind. Carrier filings create a sign-off task, and Underflow requires that sign-off before remittance. See [Compliance controls](https://docs.useunderflow.com/controls/compliance.md) for the full path.

## Approval boundaries

Every action Aurora takes belongs to a tier. Reversible writes to the record run and are recorded. Outbound and lifecycle actions are gated, each with its own charter position, so the MGA can automate one workflow without granting the same authority everywhere. Banking, disbursements, sign-off, members, and programs are never delegated. See [Aurora and approvals](https://docs.useunderflow.com/platform/aurora.md).
